There's two extremely popular games in which the protagonist becomes a wolf (Twilight Princess and Ookami), and since SEGA have gone along with popular ideas before, they probably thought to jump on the bandwagon... plus, the fans always crank out insane stuff. There's bound to be somebody who drew Sonic as a werewolf before Sonic Unleashed's concept was revealed. There's also a chance it was inspired by a certain issue in the Fleetway comics, though I don't know which one. So yeah, I think WE inspired Sega to make the game. Maybe same goes for Sonic Chronicles: The Dark Brotherhood. Some people made have said, "Wouldn't it be cool if Sonic had an RPG?" Well their wish had just been granted.
